What is ICILS?

Digital competence is a key element for Europe’s future capacity for innovation, entrepreneurial development, and economic competitiveness. It is one of the eight key competences for lifelong learning and is essential for Europe to be fit for the digital age. The International Computer and Information Literacy Study (ICILS), implemented by the International Association for the Evaluation of Educational Achievement (IEA), assesses young people’s abilities to use information and communication technology by measuring the performance of 8th-grade students in computer and information literacy. Participating countries also have the option for their students to participate in an optional assessment of computational thinking.

ICILS 2023: Results

The ICILS 2023 results have provided important information regarding the level of development of digital competences among young people in Europe. This is the only source of cross-national data on digital competences based on direct measurements. ICILS 2023 enables the EU to establish an indicator to monitor progress in a central area for Europe’s future. In addition to providing cross-national data at the European level, the study helps countries monitor their own national objectives regarding students’ digital competences and provides information for monitoring progress toward the United Nations Sustainable Development Goals (SDGs).
